Fifty-three countries have participated in 28th edition. Dorma, Sovarasma, Tsikinia, Tsytria, Ydiwealth and Yeukiwan debuted, Frootania returned after 7-editions break, while Vikyirie returned after 4-editions break while Alkyria, Boninbourg, Glacea, Loutreniye and Neocastria and Sirenforest withdrew.
The winner of the 28th edition is SASAMI, with the song "Call Me Home", from Flírskmasto with 190 Points, this was the country's first victory in the contest, coming close on six previous occasions in the 10th, 18th, 22nd, 23rd, 24th and 26th editions. With the smallest margin since the 7th edition, 2 Points, and on the runner-up position is Fordia, while Torlova finished third. Danskanksova and Alchten completed the top 5, with the former achieving their best result and their first automatic qualification. The rest of the top 10 was completed by Lakadamia, Juliana, Kazkya, Qasentria and Scandavia, with Qasentria achieving their best result as of this edition.
Of the "Big 5" members, only Llort achieved a left-side result, ending 12th, the rest of the countries ended on the right side, with host country Demacia ending 19th, and Katsyria, Suuher and Taslana making up the bottom 3 in the final, at the 24th, 25th and 26th places.
This edition marked the first time Dorma, Khamatin and Yeukiwan qualified for a final, while Frootania qualified for the first time since the 19th edition.

The contest will feature seven representatives who previously performed as lead artists.
Florence + the Machine represented Danskanksova in the 1st and 11th editions. Namimorish-born Llortish-Amelian singer Jaguar Jonze and Llortish-Lanovian singer NIKI previously represented Llort in the 20th and 23rd editions respectively. Mothica represented Lidonia in the 22nd edition. Niteworks represented Pohunskia in the 14th edition. Charlotte Adigéry represented Wyvernbourne in the 17th edition. Achróan-born Demacian singer Adna represented Demacia in the 8th edition.

Namimorish entry replacement[edit]
Initially, Namimorish-Jarean-Gasandaen girl group IVE with song "Love Dive" was selected to represent Namimori.
However, it was replaced by Qasentria-based Namimorish-Kuwianish singer Gil Lee with song "IDK".
Other countries[edit]
To be eligible to participate in the Fantasia Contest, a country is required to be an active member of the Fantasia Broadcasting Association (FBA). The FBA issued an invitation to all active members of the FBA to participate in the contest.
